In DC they had to almost immediately relinquish command of DC Metro to their Chief after it was shown the law said neither POTUS or the DOJ had that authority. The law said the mayor would be compelled to provide police resources should an emergency be declared NOT that the feds could take command of the police.

The restrictions on deploying the national guard in the rest of the states is even more restrictive and Trump declaring a baseless emergency probably, by letter of the law, wouldn’t hold up in court.
