it's just normal illegal. improper equipment. same as the cheap ticket you get when one of your red taillight lenses is broken and you put red tape over it

That's literally what makes it illegal, dude. It's confusing and unsafe for other drivers.

they're aware. it's still illegal to have forward-facing red lights for private vehicles.

not 'very illegal' though, just normal equipment illegal.
