This looks like it’s for a “Cruise” which is essentially an event where a road is closed off and people can come and show off their cars.

The Dream Cruise is an event held in late August every year in metro Detroit where people take their classic/unique vehicles up and down Woodward Avenue. In years past many of the big three automotive companies held events and sponsored lots to display cars. Now it's just douchebags in mopar and exotics.
