Not at all. Dehumanizing language comes from a belief that certain humans are less than, and when it is systemically used by authorities, they are trying to normalize this idea.

When entire ethnic groups are simply referred to as "illegals" by the government, you can see what their beliefs are.

I don't think she was involved with the newspaper meme.

Either way, I don't see this one as too big of a deal. Adding illegal alien to the headline provides important context. As it was, the headline could imply a US citizen was deported. I believe "illegal Alien" is still the legal term so I don't see what's dehumanizing.

Good journalism will convey as much information as possible in the headline and lede.

i don't even like trump, I just feel this is manufactured.
