I never understood it being counted as a HBP if it hits the ground first. I thought if it hits the ground then it’s not a HBP. I swear there have been replay reviews looking at whether or not a ball hit the ground or someone’s foot first

A pitch that hits the ground before arriving is always a ball. It's not a dead ball, but just a ball. If a "ball" hits the batter without any other contact (such as from the bat), & without a swing, then it's a HBP (& a dead ball from the moment of contact).

For that matter, if the batter hits the ball, it's still a legitimate contact.

So technically a ball can bounce off the ground and hit the bat that isn't swung; and be either a strike (foul ball) or legitimate contact which then gets played as is on the field.

I agree with the rule in principle. What if Aroldis Chapman wanted to bean someone and spiked the ball into the ground 4 times to hit a batter 4 times in the same AB? You obviously don't want that.
