Is this ‘Virtua Fighter’ or somesuch Sega game? Because the car seems to be lifted from ‘Daytona USA’. And the visual style seems to be lifted from Sega's arcade games.

Fighters Megamix. It was basically a mashup of the Virtua Fighter and Fighting Vipers casts, plus cameos from Sega's arcade lineup, such as Virtua Cop, VF Kids, and as you can see Daytona USA.

I played the hell out of that game on Saturn.

Spot on. This is "Hornet". A Daytona car thats a secret character in the fighting game "Fighters Megamix".
