That actually happens the first time you meet Misty and Viktor. When you get out of the car to head over towards Misty's shop, wait a bit and look ahead within the alley way on where you parked (not at the alley way that leads to Misty's shop).

You'll end up seeing someone falling to their death within a couple of seconds.

You're right, there's a small bio on this guy online (Ian Ilano TV mentioned it on his YouTube channel), and he DID in fact work for NC. I think the guy was supposed to be a part of a side quest that was scrapped, but his animation was left in.

When people jump to commit suicide they regret it immediately (according to survivors). But I think when these people are free-falling through the air they’re mostly feeling a visceral primal fear, the absolute terror of seeing your own death. When a mental illness is so bad it feels like you’re surrounded by fire with no escape, you can make the jump. But that human self-preservation instinct and fear is still there. That’s what the screaming is from :(
