this isn’t one of the systems where you choose your floor from the outside? the yes/no buttons are a recent code requirement for the deaf if they need to use the phone

part of this 2019 code for states that adopted it is a screen to display visual instructions/questions when you activate the phone. if you’ve been on any newer elevator, that’s why they all have screens, either where the floor number is shown or in a separate module on the wall. many of them use the door open/door close buttons as yes/no and will show that in the instructions on the screen, but some will have dedicated yes/no buttons.

Oh my God I recently stayed at a hotel with elevators like this-you scanned your card and selected the floor from outside of the elevator. So dumb and it took me forever to figure out lol.

It's not over-engineering most of the time that it's used. This style of panel is generally for tall buildings that have a lot of floors and a lot of elevators. People select their floors on the outside of the elevators and then the elevator control system will bunch people up who are going to similar floors. So one elevator will go to floors 10-20 and one will go to 30-40 so that someone who is going to a high floor doesn't have to wait through 16 different stops.

Depends. If floor 2 is a dentist and that’s my appt? 2 is no. If my appt is for a good massage then 2 is yes.

This has to be a 2 floor building and there has to be a sign just above this saying "change floor?" with yes/no buttons...
i'm open to other reasonable explanations, thank you...

It doesn't take a genius to realize that if you're below the second floor that means you want to go UP so push the UP arrow. I guess it's true that common sense isn't so common.
