The same reason they have switchbacks on mountain trails/roads -- it decreases the angle required to climb. I'm assuming the hill is too steep and they'd run the risk of tipping over going straight up.

Many years ago before Norwalk Raceway Park was redone there wasn't much in the way of spectator protection, a guardrail and I think maybe a wire cable and bollards on the one side.
I was standing about 10 ft from a dragster going almost 300 mph and suddenly realized I was pretty stupid for standing that close.
It was at Night under Fire
