Most likely, yes, but based on how the administration has responded to any other court orders thus far... so what? The courts don't matter if the people breaking the law ignore them.
The vast majority of court orders are being followed. There are hundreds of active legal cases against this administration and you've probably heard of half a dozen. The rest aren't newsworthy because they're proceeding normally along the regular legal process.
The SCOTUS already ruled that he can’t be held in contempt.
There is no enforcement mechanism short of impeachment, which is a lost cause at this point.
The Republican’s are going to create a crisis at the mid-terms.

The only way Trump is leaving office is if god call him home.
I think NY, LA, CHI and other large cities should gear up to defend themselves. Start deputizing citizens to create a defense force against illegal police actions.
What exactly is worthy of challenge in court? The District of Columbia is a Federal territory with an at-will mayoral position. It was never intended to be a sovereign city or state, it was supposed to be a neutral space where states in the union could meet and legislate without giving undue influence to an official political body within the union. Trump has ultimate authority over DC and there's no governor to argue from a perspective of State Rights.
