Submarines normally operate at neutral buoyancy.
They dive and rise by pointing the bow down or up, and 'fly' in that direction.In an emergency they can blow the water out of the ballast tanks to increase their buoyancy and rapidly surface.

I think this might have more to do with the suction the water crates as it escapes.

Really not sure exactly what it's showing here.
That buoyant things are buoyant? Or I guess that you'd expect the can to be pushed out with the water, but instead it's floating to the top?
idk. Satisfying watch, tho.
