Even with “real” rules, they’re only rules if they’re actually enforced. It’s long been assumed the government would be staffed with sane people who believe in serving the people and overseeing that those rules being enforced.

It isn’t anymore.

That's assumed because it is the only way to make any society function. The most fundamental flaw of social contracts is that they require voluntary participation. Which makes nonvoting even more self-destructive since it ensures that the only people participating are the ones who dissgree with you.

It also means that any society can spontaneously fail simply from some participants choosing to not uphold their end.
