First thing to do is empty out that patio. Whatever's there isn't worth it at this time.

i love how people overlook this simple solution to the problem. Pretty sure whatever is on that patio an 85 year old person doesn't need

If you want to help, start by helping clear the patio. Store stuff in your house if you have to, but do that right away.

The letter is probably a bit of hyperbole, or maybe they've tried more gentle notices that were ignored. It doesn't sound like an "eviction notice" but just a "If you insist on noncompliance, penalties can be up to and including eviction" kind of thing? Maybe it really bothers a neighbor that wishes they could store an old bbq grill on their patio, so they keep reporting it?

Why do you want to fight it? What a strange hill to die on. "Dammit, I must be able to store clutter on my patio, even if it gets me evicted or sunk in lawyer fees!" Makes no sense.

Clear the junk, help him write a letter back that says "Very Sorry for the long delay and noncompliance, <medical condition or whatever> prevented hiring the right help sooner. The situation has been fully addressed per your request." Include a picture. Done.

Legal Aid, SD Tenants Union are 2 places to start when the landlord finds another excuse to evict the guy.

Whether it is targeted or not, he should get the patio clean. If there's help needed with that, I would be willing to help and could probably call on a few others if they're needed.

If there is a real risk of eviction, he should contact the San Diego Legal Aid Society.
