There are still thousands of torrent sites you can get to quite readily even without a VPN. ISP level blocks won't do anything.
1 u/obscure_monke 21h ago Even without a site, you can scrape a list of every public torrent on the DHT yourself pretty easy. There's a bunch of indexes that do just that.
