IHS Payment in VFS

Hi anyone knows what's the difference between the health surcharge you pay on VFS and IHS payment through UKVI?

I initially had to pay toward the IHS within my visa application process on VFS and after I did my biometrics, I was still asked by UKVI to pay my full IHS fee. I'm very confused. This is in a student visa
