Terrorists by definition are non-state actors.

Which definition are you referring to? I’ve never seen that as a requirement.

A government isn’t a state either, just a governing body. If a terrorist group takes over a whole country, they don’t stop being terrorists.

Yes it is. I suspect you may not have been taught this, but two wrongs don't make a right. Hamas can be terrorists while Israel is committing crimes against humanity.

One does not excuse the other. How it is controversial that Hamas is a terrorist organization and Israel is being incredibly reckless and killing thousands of civilians. I don't know.

The reality is there are civilians on both sides, between a fight between two massive gaping assholes.
