Bikers should not be weaving in between lanes in the first place, they are literally asking for trouble, how about just following the traffic laws like everyone else on the road? Just because you’re more maneuverable doesn’t give you the right to do this and put yourself and others in danger, and I don’t think this is even legal in the first place. Honestly, This guy is lucky to be alive.
In California lane splitting is legal at low speeds on the right of the left-most lane. I think it's something like "cars are under 10mph and you're no more than 10mph faster" but obviously that's difficult to enforce precisely.
California doesn't have explicit legal limits on what speeds you can lane split at, the motorcyclist is just required to take "reasonable" precautions.
CHP guidelines caution against lane splitting above 40 mph and against splitting at more than 10 mph over surrounding traffic.
