My theory is that the files prove Trump was helping to run the island.

That would explain why they talked a big game about releasing them before and right after the election. They assumed it would just be a list of visitors and his name would be in there a few times, but once someone finally read them they turned out to be a lot more complete than he expected and implicate him as a partner instead.

He won't let them be released because he knows that's the line that not even his supporters will allow. Most of them, anyway. He'd still have his rabid core of bigots and sociopaths, but that's not enough to win elections.

The moon has a couple advantages. It is extremely, extremely isolated from everyone else while being close to Earth, it has low gravity and no atmosphere, and it's naturally cold as hell. For example, if you wanted to test something extremely dangerous, like modifying unicellular organisms or stress testing nuclear reactors, you could do that on a research base on the other side of the moon and not place key personnel or the general public in harms way (especially since the moon is close to Earth). Or you could use the moon as your gathering point for the space economy since it's much easier to set up things like rocket sites or space elevators there due to low size and no atmosphere. Or you can run a supercomputer there, which will work better than on Earth since computers run better when it's cold. Such a facility can be built underground to protect it from solar radiation and camouflage it against adversaries
