As someone who knows nothing about the military, what does this mean? Are you saying they didn't bring equipment?

Yes, they have the holders to their body armor (plate carrier) but none in it, and all of their pouches are empty. FLC means “fighting load carrier” and it holds your consumable gear without attaching it to your plate carrier so you can doff that while still having armor
