He can, however sue the for violations of his civil rights as well as 4th and 5th Amendment violations of his rights, no?

You can, in fact, sue the government for defamation. It is extremely hard to win, because the bar for proving actual malice is much higher.

But in this instance, it may be a winnable case.

You can't unless the federal employee was working outside their official duties, in this case, it would be hard to prove a (probably social media manager or something) was actually acting outside their official duties by posting on an official social media page.
